Program and Policy Evaluation
Helping to assess and improve evaluation practices in the public sector and in non-profit organizations is one the CIEM Institute’s core activities.
With extensive experience in carrying out all stages of program & policy evaluation, our experts use a unique combination of subject matter expertise and methodological skills to help administrators and stakeholders in public and non-profit organizations make better decisions at local and higher levels.
Our experts having extended experience in both effectiveness evaluation and process evaluation, support our client in assessing the extent to which the program or policy achieved the desired outcomes; or in understanding what really happens during implementation.
In either case, our intervention approach consists in using the theory, practices, and methods most-suited to the uniqueness of the evaluation setting. We manage to generate the required information whereby the client organization can plan, design, implement, assess the outcomes of its initiative, address problems related to the design and implementation of programs and policies.
Change and Performance Management
A business strategy should be deployed in the day-to-day business of the company. That’s why one of our services consists in helping client organizations :
- Translate strategic objectives into operational objectives
- Develop their process architecture and gauge it in relation to the operational objectives
- Analyze and improve their business processes
- Develop and maintain a performance measurement system.
With respect to non-profit organizations or the public sector, our intervention usually takes the form of coaching or training. In either case, participants learn the concepts, techniques and methods of results-based management (RBM), a performance management framework widely used in the public sector and international development assistance. Participants learn how to integrate the results perspective into their organization’s entire intervention cycle including the perspective of governments and donors: planning – implementation and monitoring – evaluation.
Capacity Building
The CIEM Institute provides a range of institutional capacity building services that comprise but are not limited to human resource development, organization development and institutional strengthening. In either case, our intervention approach relies on a set of activities specially designed for helping organizational members to strengthen their knowledge, comprehension and skills and to adopt the necessary attitudes to produce the intended organizational results.
Thanks to the extensive experience and knowledge of our experts, our clients are offered best practices, proven methodologies, needs assessment models, organizational management and governance systems, social marketing strategies, etc.
Entrepreneurship
One of the CIEM Institute area of expertise consists in promoting entrepreneurship and increasing the number of new entrepreneurs. We provide training, coaching and mentoring services to entrepreneurs as we help existing enterprises grow and become more competitive.
We have executed assignments such as training, consultation and research. Our courses include seminars for those wishing to start a business as well as seminars on issues facing existing companies. We carry out consulting assignments for SMEs on such varied issues as finance, business development, innovation and technology, competition, health and safety at work. Our research missions related to entrepreneurship have so far focused on SME financing, women’s inclusion, sustainable development in SMEs, etc.
